About Pandora Family Medicine

A Neighborhood Practice, By Design.

Pandora Family Medicine is a small, independent practice on Baltimore Avenue in University Park, MD. Dr. Rachel Gougian founded it to be the kind of place where your doctor actually knows you. Same physician every visit. Enough time to talk. No corporate system behind the scenes deciding how many minutes you get. We see patients for primary care, physician-guided weight loss, and immigration medical exams. We also serve patients in English and Spanish, and we welcome Medicare and Medicaid.

Meet Dr. Rachel Gougian, DO, FAAFP, D-ABOM

  • Diplomate, American Board of Obesity Medicine
  • USCIS-designated Civil Surgeon
  • Fellow, American Academy of Family Physicians

Dr. Rachel Gougian is the founder of Pandora Family Medicine and the physician you will see every time you come in. She is board certified in family medicine, holds a Diplomate certification in obesity medicine, and is a USCIS-designated Civil Surgeon with thousands of immigration medical exams completed. That combination is uncommon in a single practice.

Before medical school she studied health policy at Carnegie Mellon University, which shaped how she thinks about access to care. She wanted to build a practice that was genuinely reachable for the people who live nearby, not just the ones with the easiest insurance.

What We Focus On

Three areas of depth, practiced side by side in one small office.

Obesity medicine and physician-guided weight loss

Board certification in obesity medicine means weight is treated as a medical condition, not a willpower problem. Dr. Gougian prescribes GLP-1 medications including Ozempic, Wegovy, Mounjaro, and Zepbound, as well as phentermine and Qsymia when appropriate. She also helps patients work through prior authorization with their insurance so the medication is actually affordable.

Immigration medicine

As a Civil Surgeon, Dr. Gougian completes the I-693 for green card applicants from across the region. She has completed thousands of these exams. You will only receive the vaccines you actually need, based on your records and immunity testing, not a blanket list applied to everyone.

Family medicine, skin care, and aesthetics

Checkups, chronic conditions, mental health, in-office procedures, and the aesthetic services Dr. Gougian chose for herself first. Primary care is the foundation. Everything else grew from it.

Why She Founded Pandora Family Medicine

Dr. Gougian opened Pandora Family Medicine because she wanted to practice the kind of medicine that is hard to do inside a large health system. Enough time with each patient. A real relationship. The ability to say, "I remember what we talked about last time." That is not a luxury. It is just how primary care should work.

The aesthetics side of the practice started, as she puts it, as a selfish pursuit. She wanted access to treatments she trusted, performed by someone who understood her skin and her health history together. It made sense to offer the same to patients.

The practice was built to grow. Over time, Pandora Family Medicine expects to welcome additional clinicians who share the same approach. The size will change. The feel will not.

Good Questions

What does it mean that Dr. Gougian is a Diplomate of the American Board of Obesity Medicine?

It means she completed additional training in obesity medicine and passed a board examination in the specialty. It is a separate credential from family medicine board certification. For patients pursuing weight loss treatment, it means the care is grounded in current medical evidence, not a generic program.

Is Dr. Gougian a USCIS-designated Civil Surgeon?

Yes. She is officially designated by USCIS to perform immigration medical exams and complete the I-693. You can verify her Civil Surgeon status directly on the USCIS website. She has completed thousands of these exams and knows what USCIS requires.

Does Dr. Gougian see patients in Spanish?

Yes. Visits are available in English and Spanish, including immigration medical exams and weight loss consultations.
